Vishnu was the premier deity of the North Indian Gupta clan, and Garuda their dynastic symbol--a royal association that continued with the Licchavi kingdom in Nepal. The inscription here refers to Vishnu Garudadhvaja (One Whose Banner is Garuda), the Gupta symbol.
