Spring Cleaning -- Painters using an electrically operated scaffold, called "spider staging," work on a cable high above the Manhattan side of the George Washington Bridge as part of a force of 50 carefully picked workmen who yesterday started a two-year painting job. The project will cost $150,000, including $35,000 for 11,000 gallons of paint.
