Rumanian Foreign Minister At Foreign Office Luncheon -- Mr. Grigor Gafencu, the Rumanian Foreign Minister, who arrived in London yesterday for talks with Viscount Halifax, the British Foreign Minister, was a guest at a luncheon at the Foreign Office, London, S.W., to-day.
