After his election as Pope on 21 June 1846, one of his first measures was to grant an amnesty in Rome and the provinces of the Papal States. This measure sparked scenes of jubilation in Rome and other cities. Angelo Brunetti, known as Ciceruacchio, was appointed head of the committee in charge of the celebrations that the Roman people were to hold for the Pontiff in Rome. It was decided to erect a triumphal arch in Piazza del Popolo, which the Pope would cross in solemn procession on 8 September 1846, on his way to Santa Maria del Popolo for the feast of the Nativity of Mary. The project was entrusted to the architect Felice Cicconetti in July. Brunetti gathered artists, labourers and plasterers, and donations were made to finance the building materials: wood, stucco and plaster. The structure was built by the engineer Lorenzo Maderazzi.
