It was one of the several shipyards built by the Qing Empire, relying on French assistance to China during the Self-Strengthening Movement (1861-1895). The shipyard was constructed between 1867 and 1871 under Li Hongzhang, Marquess Suyi (1823-1901) and Zuo Zongtang (1812-1885). It was located in Mamoi (now Mawei District), a port town within the jurisdiction of Fuzhou. The shipyard was severely damaged by The French squadron under Admiral Courbet on 24 August 1884, at the outbreak of the Sino-French War or Tonkin War (August 1884-April 1885).
