Fence To Stop Jay-Walking in times square New York City - This scene, looking down on Times Square toward 42nd street, shows the four-foot High picket fence built on the coping from 43rd to 46th streets, where the roadways of Broadway and Seventh Avenue run side by side. The fence, Built the WPA under the supervision of Thomas W. Rochester, chief Engineer of the Police Department, was erected to prevent jay-walking which is so prevalent along the Great white way. The fence will be painted black and white so that pedestrians who just won't cross at crossings won't bump into it. April 14, 1938. (Photo by ACME).
