European Customs Union: Belgian Premier Opens Meeting -- M. Paul Henri Spaak, Belgian Premier and foreign minister is seen opening the meeting, attended by representatives of 22 countries, at Brussels, Nov. 10, of a sturdy group which is to examine the problems involved in the formation of a European customs union, or of customs unions between European countries. M. Spaak said the meeting would not easily reach results, but the difficult situation in Europe should stimulate the delegates. It was time to adopt new methods for the salvation of Europe.
