It is composed of 438 members (procuradores), 13 Ministers, 103 National Counsellors of the Falange, 142 Presidents of the State Council and of the Civil and Military Courts, Representatives of the national syndicates, 102 Mayors of Provincial Capitals and of Ceuta and Melilla, 12 Rectors of Universities, 6 Presidents of the Royal Academies, and 7 representatives of the Institutes of Civil Engineers, Lawyers, Doctors, Chemists, Veterinaries and Architects.
